Abstract
In an effort to help the U.S. Department of Transportation determine how it will implement the Transportation Equity Act for the 21st Century (TEA-21), the Institute of Transportation Engineers submitted the following suggestions: initiate a national plan to upgrade the National Highway System; encourage, to the greatest extent possible, state participation in the State Highway Safety Data Improvement Incentive Grants Program; encourage support for state Safety Management Systems; swiftly complete an integrated surface transportation research and technology development strategic plan; and pay particular attention to safety considerations as it implements the new investment considerations included in TEA-21.
