Abstract
Looking forward to the 21st century, transportation will continue to spur the nation's economy; however, the focus will shift from new construction to managing the existing system efficiently and intermodally so as to enhance the quality of life. The shift began in the early 1990s with the watershed legislation known as the Intermodal Surface Transportation Efficiency Act (ISTEA). To carry out the mission outlined by the ISTEA, the Intelligent Transportation Infrastructure (ITI) is necessary--ISTEA's empowering technology. This article captures the essence of ISTEA and reports on how the ITI will make realization of the ISTEA goals possible. The article addresses the following issues: management, operations, quality of life, intermodalism, operations planning, and research.
