Abstract
This report describes and analyzes private financing of transportation improvements needed to alleviate the traffic impacts of new developments. The report also describes the scale and type of private funding activities throughout the United States. The background to private sector involvement is reviewed, and methods of promoting such involvement are considered: voluntary programs; incentive programs; and mandatory programs. Critical issues in private funding of transportation improvements (financial issues, legal issues, and practical issues) are noted. Seven case studies of projects involving a variety of private funding mechanisms for highway improvement are tabulated and discussed. Projects involving privately funded transportation improvements are also discussed.
